No, f, very much doubt that your 'bottom dweller is a new baby culture. A new culture always forms across the very top of the jar. It is always the most uppermost in the Kombucha culture. It could be, that a previous culture dropped to the bottom of your jar - now that happens very often and is completely normal. Formation of new scoby is ALWAYS on the top.
