I don't think a room spray is a cosmetic unless you make a medical claim.

Some states do regulate everclear, we can't get it in Wa. I don't think. I

use a product called cyclomethicone. You just mix this with your fo and

that's it. It dries very fast and does not stain. It is moderate in price

but very easy to use. You can get it from www.lotioncrafer.com
