They say 1-2 pounds per week because that's the deficit that most people can safely create. A 280 pound football player or a 400 pound man just starting a diet and exercise plan might expect to safely lose 3-4 pounds of fat per week with no threat to muscle because of their size and activity level. Even a bloated woman might reasonably expect to lose 2-3 pounds of water/bloat on top of 1-2 pounds of fat for a total loss of 3-5 pounds a week the first couple weeks of eating healthy and exercising. You don't turn into a pumpkin or anything if you lose 3 pounds a week instead of 1-2. It doesn't automatically mean you're losing muscle. Exercise alone won't put anybody in starvation mode or cause anybody to lose muscle. If you eat to fuel it, there's no problem. If you're bloated and you drop several pounds of water weight, there's no problem. It's only if you create too massive of a calorie deficit by consistently overtraining AND undereating that you would lose muscle or stall out your metabolism. If it thinks you are starving, it holds on to the fat and starts burning off muscle and protein instead.
