Does anyone know about this bill

Hi I have not been in the loop about a lot of autism/special needs programs/issues lately. I got an email from a friend about this bill. I would love any feed back about this bill (what is the progress and so on). I guess my issue with this bill is the fact that the child would get the lesser amount (you will know what I am talking about once you read the bill).
