People have in the past fought and won funding for ABA or sonrise but apparently Norfolk are now becoming aggressive in fighting off any attempts by parents to gain funding. Separate the funders and the providers, I say. Make leas commission work from others -- ie buy in what they want doing. Privatise special education. Outsourcing is it called?
