Can Medicaid require IEP for prior approval?

Question: Does Medicaid have the right to require that a child's IEP be

submitted with a request for prior approval of additional services?

According to the DCH website:

This is saying that your PROVIDER (therapist) MUST submit a copy of your

child's IEP to get prior approval for additional therapy. Does MEDICAID have the

right to REQUIRE copies of your child's PRIVATE EDUCATIONAL RECORDS so they can

determine MEDICAL services? Does your therapist have the right to submit

those records without your express written permission?

WHY does MEDICAID want that information and how do they plan to use it? Do

they even have the right to ASK for it?

I have cc'd Ms. - maybe she can answer these questions.
