Can the school do this?

Ok to let ya'll know I am in the state of Texas. I have set up my son's ARD

meeting on Mon. because I think the school is not following the IEP. Yesterday I

received an e-mail concerning his IEP and BIP. Here is what it said:

" I am attaching a copy of the IEP and Behavior Intervention Plan that has been

developed for *****. Please review it and let me know if you would like to make

any changes. These can be discussed at the ARD, but would like for you to have a

chance to look over them before the ARD. "

I thought that these were supposed to be set up during the ARD and not before.

Am I right or wrong?
