Can an old TBI cause high beta's?

I have a 52 year old male who eyes closed F3 has very high beta. He said he had

a TBI in that area when he was 3. What do you think? Could it be from his TBI.

He has high beta at F3 and at F8 as well as at P4. He has depression, bipolar

disorder, anxiety and sleep issues.
