Bill,I don't know if Lubar is still practicing, but he was in Knoxville for many years at UT and had many students who worked in the area of NF.  If you can find him, or perhaps the Psych dept at UT, they may be able to recommend someone there.

is now retired to Florida but Rex Cannon is still in the area and is an emerging figure in neurofeedback. Ed Hamlin
