The reason? Lack of positive pressure indicates possible entry of contaminants. You would be well advised to leave a good bit in the tank and not run it down to nothing, to avoid this scam. An empty tank with the valve left open (often by accident) will draw in moist air with temperature changes. Further temperature changes will cause the condensation of moisture inside the tank ... this is EXTREMELY dangerous! If the tank is refilled with even the slightest moisture inside, it will result in immediate and aggressive oxidation (that is rusting!) of the tank from the inside. In time if the weakened tank explodes, then he is the one liable for damages or deaths, and will at the very least jeopardize his certification and license. Federal regulations of pressurized gases and containers are extreme, and they are enforced for very good reason. Before any flushing is done, there is a very thorough borescope inspection of the inside of the tank. Any hint of rusting, you will also pay for cleaning, which amounts to tumbling calcium-carbide inside the tank to reduce (the chemical action reduce, not the grammatical definition to lower) the oxidation. Then you will also have to pay for hydrostatic testing and recertification of the tank. The new expiry date is then stamped into the steel on the shoulder of the tank. It is unlawful to sell or refill a tank that is uncertified. Pressure vessels are indeed dangerous devices when mistreated ... take care of them!!
