What information is in there that would require the presence of a legal team when reviewed by you:-0? If you had a private speech therapis and you paid for it, wouldn't you get a copy????? I'd contact the Citizen's Advice Bureau first. If you speak to the local PALS service of the PCT they should be able to tell you how to go about it.If the fee is £50 then perhaps it's worth getting all the PCT files on your child eg paediatrican, Occupational Therapy, physio etc at the same time. They still can't charge more than £50. And they can't withold them unless there is material that would harm the child if it were released.
