At least the african nations that go democratic and are stable? Unfortunately they aren't stable. Most African nations are basket cases in spite of decades of reform attempts. South Africa is perhaps the most stable for the moment, but it has massive internal problems. Crime is one such problem, with rates across the board that far exceed those in the US. The economy is also shaky, but it has a chance to hang in there. The others though aren't nearly as stable. African would take a lot of work to make stable enough to move industry there. It has been tried and in some places light industry did take hold. However, there is still a great deal of uncertainty there that will keep business out.
