Where does HCV virus multiply?

Hello, I have read smothing on the HCV multiplication. There is some point thet

I do not understand.

In the document,

it says that HBV virus multiplies in liver cells.In

the same doc., it is stated

that “HCV virus does not multiply in cell cultures”. Does this mean

that it multiplies in blood, not in the liver?
