CDC Dedicates New Marcus Emergency Operations Center

State-of-the-art facility strengthens agency's response to health crises

Health and Human Services (HHS) Secretary Tommy G. today dedicated the Marcus Emergency Operations Center at the Centers for Disease Control and Prevention. The new center will promote quicker, better-coordinated responses to public health emergencies across the country and around the globe.

"CDC`s new state-of-the-art facility enables us to employ an integrated response to any public health emergency and better protect the American public," Secretary said. "The emergency operations center allows us to more efficiently track and respond to disease outbreaks. I would like to thank Bernard Marcus for his generous contribution and efforts to make this center a reality."

The new center cost $7.1 million to complete; over $2 million was contributed by The Marcus Foundation, Inc. and other corporate donors.

The 7,000-square foot secure communications hub supports, organizes and manages all emergency operations at CDC and allows for immediate communication between CDC, the Department of Health and Human Services, as well as federal intelligence and emergency response officials, the Department of Homeland Security, and state and local public health officials.

"The nation's public health community had an urgent need and Bernie Marcus and other corporate donors stepped up to the plate and made it happen," said CDC Director Dr. L. Gerberding. "CDC now has a world-class operations center equipped to handle any public health emergency, whether it's a bioterrorism attack or an outbreak of a new disease. "

The Marcus EOC has 85 workstations, 9 team rooms, and central command station, as well as high-frequency radio support and geographic information system (disease mapping) capabilities.

The EOC has already proved to be an invaluable resource to CDC during the first few months of operation. It was activated after the Columbia Space Shuttle disaster in February to communicate with state and local public health officials about possible health hazards from shuttle debris. More recently, CDC activated the Marcus EOC within hours of learning about the global spread of severe acute respiratory syndrome (SARS). Teams immediately had the resources to develop databases of sick and exposed patients and screening questionnaires, and to communicate around the clock with health organizations and scientists in Geneva and Hong Kong.

Q: Sounds like you're relieved to no longer be CEO of a public company.

A: Absolutely. The worst thing I could imagine is to be the CEO of a pharmaceutical company today. I can't think of an industry that has done more to alleviate suffering and improve the human condition than pharmaceuticals.

Yet the industry is under a withering assault from plaintiffs' lawyers and is depicted by some in the media as a pariah. I don't think that Jonas Salk could have developed the polio vaccine in today's legal environment.

Q: What's the solution?

A: Common sense legal reforms that fairly balance the interests of consumer and business and restore predictability to our tort system. That's all tort reform is – restoring fairness and predictability to our tort system without restricting access to our courts for legitimate claims.

Q: What can be done to bring about reform?

A: There are a number of organizations at the national and state levels that are working to do just this. I helped form the American Justice Partnership (AJP) with Engler, the former governor of Michigan and now the president of the National Association of Manufacturers, and Steve Hantler of DaimlerChrysler.

The AJP is a new approach to legal reform that, for the first time, brings together national and state organizations to obtain measurable results. The support to achieve reform already exits, but requires better alignment among national and state organizations, leadership, funding, and coordination through a shared vision of success. The Bernie Marcus quotes from 2006 are revealing. In the 50s when

Jonas Salk developed his polio vaccine, vaccine companies had

completely liability for their products. In fact a large batch of

Salk's vaccine was used which actually caused polio in the

recipients. Huge lawsuits followed. Offitt wrote about this

fairly candidly in his book the Cutter Incident. Offit thinks the

appropriate response is to completely shield vaccine manufacturers

and patent holders, such as himself, and eliminate the rights of

anyone, anywhere to refuse a vaccine for any reason.

Current vaccine manufacturers have complete legal immunity, and have

since 1988, once a vaccine is added to the ACIP recommended

schedule, which in part I think has driven the urgency among the

vaccine industry to get as many vaccines onto the schedule as

possible. And if it is so difficult to develop a vaccine these days

why are there more than 400 under development and why is the

business press starting to talk about what a good opportunity is

offered in vaccine development?

So Marcus is either completley uniformed about the topic he is

bloviating about, or he is lying, or perhaps some of both.

I think the $25 million dollar question is - why did Bob and Suzanne

ever form a founding partnership with someone who has had this

type of history? It doesn't say much for Hollywood Bob and his wife,

but hey - they can still rub shoulders with the celebrities and try to

convince the masses that they are actually doing something beneficial

for autism families. They apparently don't give a shit if they are

accomplishing the opposite of what they supposedly had intended - at

least their grandson is receiving top notch medical care. We're not in

the fictional land of Hollywood, but hey - Bob and Suzanne can still

pretend they are. Greed and egos are pretty interesting things.
