The elder Bush sat on Lilly’s board of directors in the 1970s, and White House Budget Director Mitch s was a Lilly executive. Lilly CEO Sidney Taurel was named by President W. Bush to the Homeland Security Advisory Council. In November 2002, Congress passed a provision, tucked into a spending measure for homeland security, to indemnify Eli Lilly from lawsuits and require families to seek compensation through the federally funded Vaccine Injury Compensation Program. It was repealed in February 2003 after public outcry. Senate Majority Leader Bill Frist (R-Tenn.) still hopes to pass a similar bill. Congressional consideration for Eli Lilly makes sense: In the 2002 election cycle, the company gave more than $1.5 million to federal candidates, with three quarters to Republicans, making it the fourth-biggest giver in the pharmaceutical industry, according to the Center for Responsive Politics. In the current election cycle, the company already has given close to $230,000 (67 percent to Republicans) to federal candidates.

The group asked that the legislation make clear that a vaccine maker could only be successfully sued if "willful misconduct" on its part were proved. The law includes that standard and says a company is protected from claims of negligence or recklessness.

The government’s legal action comes on the heels of an insertion into the Homeland Security bill that protects Eli Lilly, the drug company giant that developed thimerosal, from lawsuits involving the additive. The bill removes all liability from the pharmaceutical industry and health officials for the injuries and death resulting from the preservative.

It was designed to defeat the "enemy" in its brain- washing techniques. MK-ULTRA had another arm involved in Chemical and Biological Warfare (CBW) known as MK-DELTA. The "doctors" who participated in these experiments used some of the same techniques as the Nazi "doctors". Those doctors who were not indicted in the Nuremberg trials were imported from Germany under the program called "Operation Paperclip." The Nazi doctors were a valuable source of information to the CIA since many of the U.S. techniques mimicked what had already been done by the Nazis. German doctors were prosecuted at the Nuremberg trials for similar criminal acts that the U.S. experimenters carried out - and this was all done at the same time period as the American experiments were taking place. The real motto here should be: Let's pursue relentlessly the wicked Nazi doctors, Russian spies, and lone assassins and forget about our "special operations"...These "special operations" were funded by the CIA through various intermediaries. Some had large financial interests in drug experiments. One such company was the Eli Lilly Company who told the CIA at its height of LSD manufacture that it could supply tons of the drug. Bush, who was a CIA director and director of the President's U.S. Drug Task Force, was also director of Eli Lilly Company from 1977-1979.

Agency officials felt uncomfortable having to rely on a foreign company for their supply, and in 1953 they asked Lilly executives to make them up a batch, which the company subsequently donated to the government. Then, in 1954, Lilly scored a major breakthrough when its researchers worked out a complicated 12- to 15-step process to manufacture first lysergic acid (the basic building block) and then LSD itself from chemicals available on the open market. Given a relatively sophisticated lab, a competent chemist could now make LSD without a supply of the hard-to-grow ergot fungus. Lilly officers confidentially informed the government of their triumph. They also held an unprecedented press conference to trumpet their synthesis of lysergic acid, but they did not publish for another five years their success with the closely related LSD. TSS officials soon sent a memo to Dulles, explaining that the Lilly discovery was important because the government henceforth could buy LSD in "tonnage quantities," which made it a potential chemical-warfare agent. The memo writer pointed out, however, that from the MKULTRA point of view, the discovery made no difference since TSS was working on ways to use the drug only in small-scale covert operations, and the Agency had no trouble getting the limited amounts it needed. But now the Army Chemical Corps and the Air Force could get their collective hands on enough LSD to turn on the world.
