Chairman Barton Stops Combating Autism Act - For Now

Remaining Hope with Boehner/Hastert

House Energy and Commerce Committee Chairman Joe Barton (TX) will not consider the Senate-passed Combating Autism Act in the House this session. He remains steadfastly unmoved and unimpressed by over 200 House members and a unanimous Senate. Without regard to the merits of our bill or the desperate state of our children, he indicated he would not even consider it without passage of his NIH Reform bill—an impossibility this Congress. In the end, his personal legislative agenda outweighed the needs of hundreds of thousands of children with autism. He would only consider a bill devoid of any NIH provisions, including environmental research, and that is unacceptable to the autism community.

I'm sorry, I'm confused. So this bill has passed, so Barton

shouldn't be standing in the way of CAA. Is that what you are

saying?

release, something in balck and white,

something to directly address. If we

do already, I have not seen it.

I I told him that the public has heard

certain points which he was denying, and

it behooved Chairman Barton to issue a press

release on this matter stating clearly his position, reasoning, and

points of agreement/ disagreement, and the reasons why.

I gave my affiliations and my e-mail,

and was told one of them would contact me regarding

the issuance of a release.

Let’ see what happens. It

did seem to me however that there was a feeling that his NIH needs to be passed

and the parts of the CAA which involve NIH need to be somehow changed, ,

office

Kim,

Barton's NIH reform bill passed the House, but there is no

corresponding NIH reform bill in the Senate this year, so Barton's

bill can't become law THIS YEAR because it can not pass both the House

and the Senate.

CAA has passed the Senate. If he chooses to, Barton could put the CAA

Senate bill on the suspension calendar in the House, so the CAA Senate

bill could pass in both the House and the Senate, and become law THIS

YEAR.

When his staffers bring up the slippery slope of " single disease

bills " , please ask which other single disease bills, which have

unanimously passed the Senate, are currently sitting on their desks?

Yes, the NIH Reform bill has passed the House on Tuesday. It has not passed the senate.

House Approves Bill to Reform NIH, Enhance Research

Budget Increased; New Common Will Accelerate Breakthroughs

WASHINGTON – Congress took a giant step Tuesday evening to improve the federal government’s ability to discover new medical treatments and cures as the House approved the National Institutes of Health Reform Act of 2006 (H.R. 6164).

The reauthorization bill, the first of its kind in 13 years, was approved overwhelmingly on a 414-2 vote, marking a personal milestone for its chief sponsor, House Energy and Commerce Committee Chairman Joe Barton, R-Texas, who spent years crafting the legislation.

In recent years, Congress has doubled NIH’s budget to approximately $28 billion, but left the hodge-podge structure of the agency untouched. The result was more money fueling the inherent inefficiency in which research was sometimes duplicated by institutes which literally didn’t know that they were copying each other’s work. If enacted, the committee’s bipartisan bill would represent the agency’s first agenda-setting reauthorization since 1993.

Improving the way the NIH does business has been a priority for Barton since he became chairman in 2004. Barton’s legislation has won the endorsement of 46 leading scientific societies, research institutions and patient-advocacy groups, including the Association of American Medical Colleges, the Federation of American Societies for Experimental Biology, the Association of American Universities, the American Heart Association, the March of Dimes and the Parkinson’s Action Network.

“This legislation will strengthen the research efforts of the NIH and will provide the foundation for future scientific and medical advancement,” Barton said shortly before the House vote. “For 13 years, this program has remained unauthorized despite a Republican-led effort to double the NIH budget. Meanwhile, the science has sped past. We can help the NIH catch up by providing it with not just twice the money, but the tools it needs to reorganize and revitalize.

“We can accomplish all that and do the taxpayers a good turn, too, with increased transparency and improved strategic planning on how research funds are allocated at NIH,” Barton added. “Increased transparency of NIH research activities can only serve to improve research portfolio management, provide greater accountability of research dollars, and spur creative thinking about new scientific approaches.”

Specifically, H.R. 6164 would:

Authorize a five percent annual increase in NIH’s budget for fiscal years 2007-2009; Launch a new, agency-wide electronic reporting system to catalogue all of the research activities of the NIH in a standard format; Limit the overall size of the NIH to the current 27 institutes and centers; Set up a “common fund” to support particularly promising research that cuts across multiple institutes or centers. The common fund is capped at five percent of the overall NIH budget; and Create a Scientific Management Review Group, composed of institute and center directors and other experts, to evaluate NIH’s structural organization at least once every seven years and propose any restructuring plans it deems necessary.

The ASA Net e-newsletter that they distributed today had no action

alert for the CAA, interestingly enough. It was probably prepared too

early in advance of the news. But they did plug the DAN! conference

in Seattle Oct 7-9. The latter is a good step in the right direction.

Maybe he just doesn't " get it " . This is more than just a disease.

Could you imagine if something isn't done to stop autism from

occuring at the current rate and 30 years from now its 1 out of 25

are diagnosed with autism. The USA will be a country of zombies.

If they don't "get it" by now they are stupid bastards.

Nobody doesn't "get this".

They just refuse to act because in their own perverse utilitarian construct, it would cause too much harm to the economy... or some such nonesense.

The elite of this country do not wish to give up their assets to fund this.
