The Global Positioning System (GPS) and GIS are complementary technologies that help each other enhance data quality and expand potential applications. Nowhere is this more apparent than in applications related to child tracking. A GPS child tracking system allows dispatchers to identify the locations of children in real time. The information the tracking system provides is especially important when quick-response decisions must be made based on the child’s current location. Such a system's capability and usefulness are enhanced significantly when location information is tied to geographic information through a GIS. Location data retrieved from a GPS receiver could be precise and timely, but unless they're linked to other geographic information (health, school, criminal, and financial) such valuable data are hard to interpret and use is limited.

The application converts GPS location data into a GIS-compatible format, geocodes locations to a street map, identifies the street or intersection where the child is located, retrieves data taken at the nearest location and then generates text reports.

Besides linking location data to pertinent geographic information, the most common application of integrated GPS/GIS tracking systems is real-time monitoring of children locations and vital statistics. With a GIS, location data obtained from tracking devices can be displayed on monitors, and children can be represented as point objects. A monitoring application allows dispatchers to assign an individual child to efficiently respond to different tasks.

A typical GIS dispatch system provides the following functions for monitoring: all children installed with tracking devices are displayed on monitors, allowing the child’s location to be updated constantly; each child is labeled with an unique ID so dispatchers can easily recognize them; children of different status are represented in different colors (e.g., vaccinated children can be separated from non-vaccinated children); and clicking on a child displays additional information. In addition, the system must provide basic mapping capabilities, allowing the dispatcher to zoom in or zoom out to better view the area, click and label street segments, monitor different children by specifying the child’s ID, to generate a hard-copy map, etc.

Integrating GPS-based children tracking and GIS-based routing has become affordable and feasible as the technologies have advanced. The examples presented here represent only a fraction of the possible applications. A wide variety of such systems are being developed for purpose-specific applications, bringing significant benefits to providers of emergency medical services and others who demand quick-response solutions.
