adding incline to your cardio

I have a question. Today I did my usual run but started off on a 2%

incline... made it through the first set and thought " ack! I don't

think I can do the whole run at 2% so went down to 1% incline and

managed to finish except for the very last minute (the warm down

minute) when I had a coughing fit and had to stop running. (I have a

terrible cough right now, feel fine though)

Does running at an even a slight incline really make it that much

harder? It felt harder but I don't know if that was all mental or maybe

because of my cough.
