Our Joint Commission specialist has asked where it is documented in our scope of practice that we can dispense vitamin samples. I thought I read something about samples of protein supplements being considered food, not drugs. It's mostly about ethics of RD's selling vitamins, but it looks like it has some guidelines about recommending vitamins as well (I'm making the assumption that passing out samples might fall under this category).
