Yes, Judith this is one of the key points I touched upon during my testimony on Sept. 21 that being the significantly restricted closed panel MCOs are restricting access to quality care for injured workers and that the panels need to be open or at the very least significantly expanded. I am a member of Oregon Health Systems which has the SAIF Corp contract in the Albany-Corvallis-Lebanon-Sweet Home area. However, Health Futures was the original MCO which was compeletly open and I believe it was SAIF the mandated a closed panel MCO.....Vern

I send Steve and Dan my PowerPoint presentation today which was used during my invited testimony this morning in front of the interim meeting of the House Business & Labor Committee I would recommend going to the Oregon Legislature website and listen to my testimony but even more so the comments and questions of the Legislative Committee Members. Is there asnyone out there that can point me in the direction of a staute, admin rule or law that allows one business to restrict competition from another... I mean, as an example ,would the Restaurant assn be able to limit the number of restaurant in Albany because there were to many already in existance?

I would think that this would be termed anti trust.
