ACA Delegate Dr. Hamm Is First DC Elected Co-Chair of AMA HCPAC Review Board

The American Chiropractic Association (ACA) is pleased to announce that Hamm, DC, FACO, president of ACA’s Council of Delegates, is the first doctor of chiropractic to be elected co-chair of the American Medical Association’s (AMA) Health Care Professionals Advisory Committee Review Board (HCPAC). The HCPAC develops recommendations on relative values for new and revised CPT® codes for non-MD/DO services. Dr. Hamm’s two-year term begins in September.

In his role as HCPAC co-chair, Dr. Hamm also will serve on the AMA/Specialty Society Relative Value Scale Update Committee (RUC). The RUC makes annual recommendations on relative values regarding new and revised services to the Centers for Medicare and Medicaid Services (CMS) and performs broad reviews every five years of the Resource-Based Relative Value Scale (RBRVS), which determines Medicare provider reimbursement.

“ACA strongly supported Dr. Hamm’s nomination to this position given his clinical and socioeconomic experience and expertise in making appropriate recommendations for CPT codes across specialties,†said ACA President Rick Mc, DC. “This historic event is consistent with ACA’s commitment to the delivery of high quality patient care by doctors of chiropractic within multidisciplinary practice settings.â€

Dr. Hamm has extensive experience and expertise in health care reimbursement issues, including CPT coding and the RBRVS system. He has served as the chiropractic adviser to the AMA RUC/HCPAC; taught coding, documentation, Medicare and risk management to the chiropractic profession for the past nine years; and contributed as an author to ACA’s Chiropractic Coding and Compliance Manual. Furthermore, in 2008, he was invited by Quality Insights of Pennsylvania to offer advice on the development of quality measures for the CMS Physician Quality Reporting Initiative (now PQRS), is an adviser for the Cigna Government Services Medicare Administrative Contractor and serves as a board liaison to ACA’s Performance Measures Workgroup.

Dr. Hamm, who also serves asACA’s North Carolina Delegate, directs a private chiropractic practice in Goldsboro, N.C. He received his doctor of chiropractic degree from National University of Health Sciences in Lombard, Ill. and has earned diplomate certifications from the American Board of Chiropractic Orthopedics and the American Board of Forensic Professionals.

Aetna Will Lower Premiums to Avoid Rebate Payments

The insurance provider, Aetna, recently announced that it will reduce premiums for customers enrolled in individual plans—pending approval from the Connecticut Department of Insurance—on Sept. 1. The decrease in customer premiums is expected to vary from 5 percent to19.5 percent.

According to an Aetna spokesperson, lower-than-predicted medical costs in the state of Connecticut have the insurance carrier anticipating rebates in the individual market. Per Aetna’s filing with the state, only 54.3 percent of premiums were spent on claims last year. According to state health care advocate Virginia Veltri, reducing premiums is the preferred alternative to providing rebates. By reducing monthly payments, customers can pay the correct amount up front without having to wait for rebates.

New federal health care reform laws require insurers to spend at least 80 percent of premiums collected on health care costs for individual and small group plans. For large groups, insurers must spend at least 85 percent. Those who do not meet the requirements must give their customers rebates.

CMS to Begin Issuing EHR Incentive Checks This Week

Starting this week, the Centers for Medicare and Medicaid Services will issue the first Medicare incentive checks for meaningful use of electronic health records (EHR). The maximum first-year incentive payment for eligible professionals is $18,000. Providers receiving meaningful use incentives will be paid in accordance with the way they receive payment for Medicare services, either through an electronic funds transfer or paper check. CCA and ABCA Fall Event 2011

ACA’s Council of Chiropractic Acupuncture (CCA) and the American Board of Chiropractic Acupuncture (ABCA) are finalizing details for their annual fall event, Sept. 23-25 in Chicago.

The weekend will kick off with the fourth diplomate exam on Friday, Sept. 23, sponsored by National University of Health Sciences. (CCA will offer an exam review on July 22 from 6 p.m. – 10 p.m. via “Go to Meeting.†The review will be presented by Drs. Kris Tohtz and Rand Olson.) Deadlines Announced for ACA’s Annual Business Meeting

ACA’s annual House of Delegates (HOD) meeting will take place Sept. 14-17, 2011 in Portland, Ore.

The annual HOD meeting is the most important work session for leaders of the association. All ACA representatives in key leadership positions—including delegates, representatives from the Student ACA (SACA) and ACA councils—will be in attendance, as well as senior-level representatives from state associations, colleges and other chiropractic organizations.

In preparation for the meeting, ACA will accept proposed amendments to by-laws, proposed resolutions, position papers, award nominations and various reports. Please click here for deadlines and additional information about submitting these materials.

ACA Delegate Dr. Leo Bronston Named 2011 Riverfest Commodore

ACA’s Wisconsin Delegate Dr. Leo Bronston and his wife Kim have been selected as Commodore and First Mate of the annual Riverfest celebration in La Crosse, Wis. The Bronstons were nominated based on their community activism. Dr. Bronston is currently involved with the La Crosse Area Family YMCA and the Strong Kids Campaign. The Bronstons also support Mississippi Valley Conservancy, WAFER food pantry, the Onalaska High School community garden and the YMCA Miracle Field. Student ACA 2011 Scholarship Opportunity

ACA's American Chiropractic Foundation is now accepting applications for its 2011 scholarships. This award recognizes academic excellence, and provides financial assistance to Student ACA (SACA) members enrolled in an accredited chiropractic college.

To be considered for the scholarship, applicants must be a current SACA member, in good standing at an accredited chiropractic college in the United States and hold a minimum grade point average (GPA) of 2.75 on a 4.0 scale. Applicants must also be attending school full-time and in their second year of chiropractic study.

The Centers for Medicare & Medicaid Services (CMS) recently proposed new rules to help doctors, hospitals and other health care providers better coordinate their care for Medicare patients through Accountable Care Organizations (ACOs). On May 24th, CMS will hold a national provider teleconference on ACOs. CMS subject matter experts will give an overview of the Medicare Shared Savings Program, and then a question and answer session will follow the presentation. Sixth Scientific Meeting of the TMJ Association

The Sixth Scientific Meeting of The TMJ Association, “Comorbid Chronic Pain Conditions - Mechanisms, Diagnosis and Treatments,†will be held June 5-7, 2011 at the Federation of American Societies of Experimental Biology (FASEB) in Bethesda, Md.

This meeting will build on evidence from the five previous meetings demonstrating that temporomandibular disorders (TMD) are a complex family of conditions influenced by genetics, gender, environmental and behavioral triggers mediating the vulnerability of patients to TMD and typically manifesting as more than jaw and muscle pain and jaw dysfunction. The sixth meeting will focus on the pathophysiological processes underlying the chronic pain conditions that co-exist with TMD and constitute comorbid chronic pain conditions (CCPC). They include: chronic fatigue syndrome, chronic headache, endometriosis, fibromyalgia, irritable bowel syndrome, interstitial cystitis and vulvodynia.

Clinical and basic scientists, physicians, dentists and other health professionals, federal agency officials, patients and loved ones, and patient advocates for those who suffer from the variety of comorbid conditions associated with TMD are encouraged to participate. Learn more

DCBCN Test Scheduled for August 5-14

The Chiropractic Board of Clinical Nutrition Diplomate candidate qualifications, required documentation and fees can be found at www.cbcn.us under Purpose and By-laws, Candidates’ Handbook, “Application for Diplomate Examination†and “Application for Grandfathered Diplomates.†Candidates may print and forward the document to complete the application. The National Board of Chiropractic Examiners (NBCE) assisted in producing the DCBCN exam, which is scheduled for August 5-14, 2011. The examination will be administered at ACT test sites. Candidates will be sent specific information on test times and locations once their applications are received and approved. The testing application Deadline is June 1, 2011.
