Charging wc for prior records

Question for the Legal Eagles (or those otherwise in-the-know),

We treated a w/c patient under medical referral. Of course EVERYONE (the MD, radiology, surgeon, hospital, PT's) all got paid...EXCEPT ME!! :)

The WC carrier wants our "prior chart notes" but since they are stating "chiropractic treatment" is not related to the injury, I told them they would have to pay for them IN ADVANCE.

They state that...just because they are a work comp carrier, everything is free to them... What does the LAW say about this? (:-)
