Cropwatch is weighing the matter up. It could be that the incredible level of complexity required for the QRA approach works against the interests of small businesses - and reduces perfumery creation to a mere computer software exercise. Most perfumers have no problem with the old wash on/leave on system - and see nothing wrong with it. If this proves to be a universally held view amongst perfumers - and Cropwatch could decide to test this matter out publicly - then a boycott of the 40th Amendment may be in order before the perfumery trade becomes a bunch of technical software drones working to please the ensure the RIFM toxicologists have guaranteed future employment. Worse than that this, the implications of the 40th Amendment if the QRA approach is universally adopted, is the precident that it sets for other essential oil users - including aromatheraists and natural perfumers. How are we going to work out safe administration levels of essential oils? I think some serious thinking is called for here. I suppose Cropwatch is encouraged by the fact that the EU Cosmetics Head of Unit is at least talking to us - and that we've even managed to halt some regulatory moves, but if the 40th IFRA Amendment gets incorporated into the EU regulatory process - as seems to be happening with other IFRA Amendments which are rubber-stamped by SCCP Opinions - then it could be time for maximum resistance! On the regulatory front, things are definitely getting more and more stupid....
