I would say from the map that this looks like a tropical parasite that could

be migrating northward as the climate warms and wettens up, but perhaps is

fairly rare in the traditionally tropical countries because the people who

get this disease in those countries don't have access to healthcare.

In other words, a confluence of factors could be making it 'surface'

scientifically here and now. But I doubt if it is really new.
