Linen spray won't emulsify

Howdy, Yall:

I'm trying to make a linen spray and it won't emulsify. I'm

using ethyl alcohol (70%) which I picked up at a drug

store, essential oils and water. Right now, I'm letting

the eos sit in the alcohol before I add the water and

they still are not mixing in.

Any suggestions?
