I usually use about 1.5-2.5% fragrance or eo in my mist, but whatever amount of eo/fo you use, you need to use an equal amount of polysorbate 20. After you have mixed the fo/eo with the polysorbate 20, then add your distilled water. Remember that a preservative needs to be added also (calculated by weight of total formulation). Of course, you can use all sorts of other things like glycerin, aloe extract, other botanical extracts, etc. Have fun! It is from Home Health and it says on the label that it is just distilled water and EO and to shake before using. Could be more in there that they don't mention though....
