Sunflower seeds just get soft though, and will get a very small tail if just rinsed. They need soil to get long, but as you see it happens very quickly. The purpose of the plate on top is to give them leverage to sprout. According to SproutPeople, sunflower sprouts are what they call "soaks"; they're soaked for a short period of time, after which they're good to go. But if you want length, i.e. shoots, you need soil.
