Dr. Fuchs:

Thanks for the update on legislative concerns regarding questions about

those who suffer a lack of ongoing health care.

'Outcome' is not the sole problem. 'Income' is another portion of the

difficulty in solving this complex social issue. 'Overhead' must be

considered regardless of whatever solution is developed.

I personally had to severely curtail my efforts to provide a more

comprehensive availability for some form of clinical services for the

indigent.

I was unable to obtain cooperation from the power company, the phone

company, my various professional insurance companies, the City owned

water and sewage utility, my supports and supplements suppliers, the

Federal and State tax agencies, various equipment purveyors, my office

building leaseholder, or any of the multitude of personal and private

financial institutions who professed interest in my financial stability.

My inquiry regarding delayed or decreased payment met with uniform

denial. Not a single one of them felt it was incumbent on them to offer

such a model in the solution of humanitarian needs.
