Oregon Health Systems worker's compensation contract

Hi all: I got a contract from something called Oregon Health Systems, inviting me to apply to be a provider of worker's compensation managed care if they like my application. As I read the contract, I noticed that they will pay 90% of "usual and customary" fees or of amount in the medical fee schedule. Then it goes on to say that they or the payer shall determine the sum to be paid from the clinical progress notes. This last bit seems to give them all the cards to say that care was not necessary all the time. Has anyone dealt with them? Where did they come from? Who are they? Thanks, Ann Goldeen, Astoria
