Memo for record over events chronological re: Muhammad Ahmed and amina

corporation/S3 Medical Bagram Airfield Afghanistan

3 May 2011: I flew out to Bagram Airbase Afghanistan to provide Medical Support

between two medical clinics for a sub company title S3 Medical Clinic. I was to

provide medical care for the civilian contractors between 2 clinics one was in

Salerno a Forward Operating Base the other at Bagram Airbase. Muhammad Ahmed

hired me to #1 help market his medical services in Salerno FOB for 4-5 weeks

then return to Bagram and run " sick-call " for the civilian contractors. The

clinic in Bagram basically was providing medical clearances for the local

nationals who were seeking employment on Bagram Airfield. They were cleared for

HIV, TB and given a health clearance to work on the base.

When I flew out I arrived in Bishkek(Manas a US Airbase) where I awaited a

MILAIR Flight into Bagram Airfield i.e. a C-17 USAF Transport flight. I did

spend the night in a local hotel where Muhammad picked me up for dinner on the

local economy. While riding around with Muhammad I felt quite uncomfortable with

a young lady in the backseat of the Taxi, where both (Muhammad and the young

lady) were having their hands on each other. No sex, but again touching each

other. Muhammad proceeded to tell me how you can have " many young wives " over

there. I explained to Muhammad I had one wife who I loved and one was enough for

me. I flew out to Bagram the next day on the MILAIR flight a C-17 transport USAF

aircraft. Muhammad was going to accompany me, but did not. I might mention while

in the airport in Bishkek I paid $70 for a visa which Muhammad told me I’d be

reimbursed as well as travel expenses etc Taxi fees of total $32.

Upon arriving at Bagram Airbase 4 May 2011 I was picked up by Muhammad’s

assistant a fellow called Tolga. I was billeted in a B-hut in the Dragon area of

the airbase. In fact I had Muhammad’s room. When I finally met the staff of S3

I was waiting on a MILAIR flight up to Salerno FOB. I was to market the medical

clinic there because the medical officer a real " MD " did not feel comfortable

with his English to speak to the local military folks there. That was going to

be my job. I was on a manifest to fly up there and basically standing by at

Bagram. While awaiting to catch a bus to take me around the base at Bagram I

noted a poster, one of many on the airbase at all the bus stops. It was

advertising S3 for " Medical Care " for any civilian contractor who needed medical

care i.e. day to day " Sick-call " . It listed a " Dr. Stanley Brandt " as part of

their staff. In fact that day a lady unknown name to me asked me, " Why are you

taking down that poster? " I

told her I work for them and wanted to make a copy. She stated, " I was there

last week and saw that American doctor " I asked which American Doctor and then

she pointed to Dr Stanley Brandt’s name on the poster and said, " That doctor "

I asked her if he ID’d himself

as a " Doctor " she said " Yes, he gave me Sudafed and some antibiotic for my sinus

infection " I explained to her she was probably treat medically correctly, but

the " Dr " was an EMT. When I confronted Stanley Brandt about this he said, " I

knew it was not right " . I explained to Stanley you can’t mislead folks and in

fact if he knew better and did nothing to correct such he was at minimum

complicate in this obvious fraud. FYI Mr. Brandt does not have a PhD either. I

am aware it is common to call a medical provider " doc " as a term of endearment

in the military. If you are the medic, nurse, EMT, physician from private to

General if you are that " field medic " you are the " doc " . Not to be confused with

" Dr " an obvious abbreviation for " Doctor " i.e. MD or DO.

5 May 2011, I informed Muhammad Ahmed and staff due to the obvious fraud I did

not want to work with his company. I have a nursing license and DEA license back

in the US and did not want to jeopardize these licenses etc. I did reconsider

and was asked by Muhammad to get back with Stanley Brandt EMT and his fiancé

about what I wanted to do. I told them 6 May 2011 I would accept the duty to fly

up to Salerno FOB to market the medical operation, but only for 3-4 weeks.

Stanley and his fiancé BTW a Brazilian MD(yes a real doctor asked me if I would

stay a couple months so they could go home on leave and I said no. It was during

this meeting where we talked about Muhammad Ahmed and my uncomfortable taxi ride

earlier in Bishkek. I am going to quote both Stanley and his fiancé. " Muhammad

is a real pervert…he is always talking about his dates and who he sleeps

with……I don’t trust him with Stanley " The later was a direct quote from

Stanley’s fiancé,

but both were quoted about Muhammad being a " pervert " and they both said he was

" cloudy " . Both noted that Muhammad was always in their pharmacy grabbing

" antivirals " for himself, for what I don’t know, but again this again was a

direct event and quote.

6 May I was willing as the day before to go up to Salerno FOB, but Muhammad told

me and his staff no. So, I was in a holding pattern on a flight back home. I was

also told I was being paid prorated of a rate of $160,000 a year’s wages so

for 14 days of pay to include travel days, which I was assured I’d get paid

for. $438 a day for 14 days = $6132. To this day I have not been paid. I was

also reassured my travel expenses would not be deducted per Tolga his assistant

and Muhammad. Tolga did tell me 8 May Muhammad’s business partner took off

with half his money.

I basically stayed in my room(Muhammad quarters actually) until I was able to

fly out to Manas Airbase via MILAIR again. I fly out finally 12 May from Bagram

Airfield to Manas Airbase. I was waiting on my commercial flight to the US. I

finally was able to fly out commercial airline on 14 May and arrived Fresno, CA

Monday 16 May

Additional notations; I did report this to the CID right next to the Bagram Help

Desk. To me this is an obvious open and shut medical fraud. Listing an EMT

Stanley Brandt as a " Dr " ? The CID was given all the info and the specific poster

for S3, but I feel while I was there in their office..well was given only lip

service. I was told there was no need for an investigation. DCAA did show

interest and in fact my POC is a fellow named Trueira his email

amina corp and S3 medical clinic. Another POC of interest is a Ken Page of

contacting at BAF he has been receiving my emails regarding this cascade of

events his email is

Muhammad R. <m.ahmed@...>; His assistant Tolga is yekta tolga

<yektatolgaerdogan@...>; The CID POC who I was told was investigating the

incident is " H USA Mr USA CID "

james.h.robinson@.... FYI He told me the CID had gotten back to

me, they did not. The IG Inspector General acknowledged there was certainly an

issue, but did not feel it was to a level they should get involved. I was not

impressed that at all levels so far there has been lack of interest. At least

this has been my impression so far. There is no doubt if you look at the obvious

medical fraud and Muhammad Ahmed not paying me for my two weeks, well there

should be concern for this company providing medical care to Americans at Bagram

Airbase and certainly Salerno FOB.

About 3 weeks ago I did receive an email from Muhammad Ahmed stating I would

hear from his lawyer regarding my pay etc. I have not heard anything of that

nature.

I certainly look forward to a serious look see and Congressional investigation.
