It takes a little practice to know when to stop spritzing and start packing into the molds. Shaye they were activated..what was left, a hard mess in my molds.. However, you're going to be using such a minute amount of water / hydrosol in the recipe that it may not be worth it to use them in the first place. Perhaps essential oils, instead of fragrance oil? It all depends on the strength of your hydrosol, of course, but aren't they generally rather pricey? The alcohol evaporates away, leaving the ball hard rather quickly. It's only 9% water, but the alcohol acts as the liquid binding agent before it has evaporated.
