dental health education in school days?? Why not?

Hi everyone,I myself am really confused with this question, because i think ideally dental health education must be given in school days, because according to community dentistry that would be a preventive effort. On the other hand a patient on dental chair would be there to get his tooth treated, because most probably his tooth was damaged due to lack of awareness/dental education. At that stage dentist can only advise or give warnings. i have read somewhere that decision making part for the patient and discussion should be before seating the patient in dental chair. i think 1 is not correct
