According to Soap & Cosmetic Labeling,

" Liquid Products "

If the product is liquid, the measurement must be in terms of fluid

measure. Fluid measures must express the volume of the fluid at 68 degrees

F (20 degrees C). "

Further down the page. . .

" If the quantity is less than one pint, it should be stated in fluid ounces

and fractions thereof. "
