This is regarding the list of WHO teams that were dispatched for helping with

the global fund process in various countries:

For the next cycle of the global fund application process, we need to lay out

specific demands for the technical partners of the global fund with regard to

specific assistance we need for the civil society. For. e.g.. WHO team leaving

to the countries in second and third week of march is of little value to the

countries and the civil society with regard to global application process.

For e.g. in India deadline for the application submission for the civil society

to the CCM was march 15th. Meaning the civil society needed assistance before

march 15th.

Even for the entire country application by that the WHO team reaches the

countries, the countries may requested other technical assistance agencies to

write the application and was wondering what kind of role WHO teams will be

playing in writing global fund application in last two weeks of the process.

One immediate need WHO can fill at this time, is to train all the UN partners

on care, support and treatment issues to get them up to speed on technical

issues, as various UN partners can play very critical role on capacity building

and community issues of 3*5, however lack of adequate knowledge on treatment

issues can be impediment for their progress, even if they want to move treatment

issues forward.

WHO is yet to find ways to reach out to the larger civil society (which they can

do very well through other UN partners) beyond DOH/MOH. We need activists

working in the field offices of WHO.
