I told him to veto it and to protect children and to protect families and tell the drug pushers and the pharma companies to go shove it! In Russia they call it an orphanage. But in reality it is a mixture of "true" orphans (mostly due to alcoholism and violence) and kids whose guardians (parents, grandparents, aunts, uncles) for whatever reason decided they could not or did not want to take care of them. They put them in an orphanage and then sit back and collected money every month from the state as their guardian. Recieving this income from the government effectively discourages them from ever signing that child over to be adopted either foreign or within the country. It is also discouraged to adopt the child of someone else because you do not know what you are getting, kind of a superstitous bad blood thing. As an infant, a four year old and then later in school and again at I think 16 that child is

evaluated developmentally and placed in an orphanage for that problem. From the time they enter the orphanage they are considered flawed. Because of American involvement the orphanage that we worked at was sought after and there were some families that managed to use it as a boarding school. We even had one child of a DUMA member (their congress). But most of the children either were removed from their homes for serious neglect or were true orphans. But all had a guardian that recieved an income and most visited them on the weekend. I hope that wasn't more of an explanation than you wanted.

We have been headed in that direction for a long time and I guess we will have to make the same mistakes. Read the history of Willowbrook school in NY that was so terrible that RFK said it should be shut down in 1967, but it was another 20 years before it was closed down. http://en.wikipedia.org/wiki/Willowbrook_State_School I wonder how all of those children became so challenged. The children there were used for research for development of the Hepatitis B vaccine.

By the way, how is it that you worked in an orphanage and the parents knew nothing? If a child is an orphan, their parents are dead. I do not understand.

What they are encouraging is what I saw when I lived in Moscow Russia for three years. I lived and worked in an orphanage and school. At the school doctors could come in and prescribe, vaccinate, treat etc. anytime without the parents knowledge or consent. The teachers dictated to parents if their children were adaquately dressed etc. The parents knew nothing else.They were docile and never refused anything. Bottom line the system be it school or government knew best. They owned the children. It is scary to think that we could be headed in that direction. Anyone who wants a good picture of a medical system we never want to emulate should spend the money to see for themselves what it is like to have nationalized healthcare Soviet style where you are told which neighborhood clinic/hospital you must use. It is similar to attending your local school district only you do not have the mobility to easily

change districts by moving. I am sorry for rambling.

May we never reach this point.

Sorry. I was just confused. I do know that sometimes parents will surrender their children to an orphanage during difficult times to be sure the children are cared for. I did not know that this was still done. I have friends who were unable to have children who adopted from Russian orphanages; the children often turned out to be autistic or challenged in some way. I had a student who had a heart problem who was adopted from Rumania. She is grown now. ~ Maureen R. Their guardians were most likely willing to give up the small income they recieved to release that child for adoption which I always consider to be huge blessing to that child. At the orphanage we worked at no children were adopted.
