Hey Sheri,

Tocco used the info in her webinar last night.? I have seen the actual

numbers and do at this point believe that it is true.? Yes, I am in MA but

leaving within the year.? Here is the link to the info that she presented last

night about dealing with vaccine mandates through your local sherrifs.? It was

very enlightening and everyone needs to use the resources here to contact their

sheriffs and to exercise their Constitutional rights to resist the mandates..

I don't doubt that someone would try to get that passed, because they did the

same thing in CT once, but I just didn't see it in the bill the guy referenced.

As far as I know, until now the swine flu vaccine will not be forced, it will be

on a volunteer basis only, and I've even heard experts saying that the swine flu

probably won't be so bad anyways. Things like this are only to scare people

into thinking that the swine flu is very serious and deadly. Most people are

scared and they will line up at Walgreens to get their swine flu vaccine, which

is good for those who don't want it because I think there will not be enough

vaccine even for those who do want it. This whole thing is just so they can add

another yearly vaccine to the schedule. I'm not going to worry too much about

it right now.

mandating vaccination, Harvey, a member of the Australian Vaccine Network

group, has gone through the bill. His assessment below confirms that the bill

indeed allows for forced vaccination, $1,000 per day fines and quarantines

(which is frankly, better than not having quarantines as an option):

Actually, I'm afraid it is true. The Bill has already been passed by the lower

house, and it seems deliberately drafted to allow for enforcement of orders of

the widest possible scope.

The Bill, which amends various parts of Massachussets's General Laws, is

directly accessible from the Massachusetts Legislature's site, at

is only 380 kB in size, and is worth downloading. Despite being riddled with

mistakes in spelling and punctuation, unless somebody has forged an entire

government web site, this is the real thing.

Natural News (which gave the above link) quotes some of the Bill's juiciest

parts at

it doesn't mention some of the most concerning parts of the Bill.

Take, for instance, the Bill's provision of the right of the commissioner to

make an order -- any order. Section 13 amends the older law by replacing its

section 95. The new section 95 provides that, once such an order is made,

anybody refusing to comply with it may be fined up to USD 1000 per day of

" violation " and imprisoned (lines 384 to 387). But

[section 95(a)]

" It shall not be a defense to aprosecution for this offense t hat the

commissioner or the local public healt h authority erroneously determined that

non­compliance would pose a serious danger to public healt h, if the

commissioner or local public health authorit y was acting in good faith under

color of official authority " (Iines 387 to 391).

In plain English, if the commissioner makes an order for, say, compulsory

medical treatment upon the evidence of hearsay claims that without it a person

poses a serious public risk, and that person refuses the treatment, he or she

may be imprisoned and fined; and if it later is revealed that the person posed

no risk, that the hearsay was marketing material manufactured for the purpose,

and that the commissioner was derelict in his duty, the person fined will have

no right of recompense: he or she will still be in the wrong. " Violation " even

of an order not based on a perception of serious risk is subject to USD1000/day

fines (see lines 387 to 391).

But here is the most serious part I've yet seen in the document [section 95(B)]:

" Furthermore, when the commissioner or a local public healt h authorit y within

its jurisdict ion determines that either or both of the following measures are

necessary to prevent a serious danger to the public health the commissioner or

local public health authorit y may exercise the following authority:

" (1) to vaccinate or provide precautionary prophylaxis to individuals as

protection against communicable disease and to prevent the spread of

communicable or possibly communicable disease, provided that any vaccine to be

administered must not be such as is reasonably likely to lead to serious harm to

the affected individual; and

" (2) to treat individuals exposed to or infected with disease, provided that

treatment must not be such as is reasonably likely to lead to serious harm to

the affected individual " (lines 399 to 408).

There is no suggestion that whether a vaccine is " reasonably likely to lead to

serious harm " would be open to test by a court; it appears to be a matter for

the commissioner's judgement. In any case, no court is likely ever to conclude

that serious harm is " reasonably likely " in any medically usual individuals

without overwhelming evidence to overturn the usual presumption.

The only small light the new section 95 will offer in all this destruction of

fundamental human rights is this:

[section 95(B)]

" An individual who is unable or unwilling to submit to vaccinat ion or treatment

shall not be required to submit to such procedures but may be isolated or

quarantined pursuant to section 96 of chapter 111 if his or her refusal poses a

serious danger to public health or results in uncertaint y whether he or she has

been exposed to or is infected with a disease or condition that poses a serious

danger to public health, as determined by the commissioner, or a local public

health authorit y operating wit hin its jurisdiction " (lines 409 to 414)

and this:

[section 95©]

" If an individual is unable or unwilling to submit to decontaminat ion or

procedures necessary for diagnosis, the decontaminat ion or diagnosis procedures

may proceed only pursuant to an order of the superior court. During the t ime

necessary to obtain such court order, such individual may be isolated or

quarantined pursuant to section 96 of chapter 111 if his or her refusal to

submit to decontaminat ion or diagnosis procedures poses a serious danger to

public health or results in uncertaint y whether he or she has been exposed to

or is infected with a disease or condition that poses a serious danger to public

health " (lines 425 to 431).

This pinprick of light is, of course, the right to refuse -- which refusal may

be effectively punished without trial.

Following that is a provision that on the surface is more innocuous but actually

serves an insidious purpose:

[section 95]

" (d) (1) When the commissioner or a local public health authority within its

jurisdict ion reasonably believes that a person may have been exposed to a

disease or condit ion that poses a threat to the public health, in addition to

their authority under sect ion 96 of chapter 111, the commissioner or the local

public healt h authority may detain the person for as long as may be reasonably

necessary for the commissioner or the local public health authority, to convey

information to the person regarding the disease or condit ion and to obtain

contact information, including but not limited to the person’s residence and

employment addresses, date of birth, and telephone numbers.

" (2) If a person detained under subsection (1) refuses to provide the

information requested, the person may be isolated or quarantined pursuant to

sect ion 96 of chapter 111 if his or her refusal poses a serious danger to

public health or results in uncertainty whether he or she has been exposed to or

is infected with a disease or condit ion that poses a serious danger to public

health " (lines 432 to 443).

In plain English, this provides that the commissioner, based solely upon his

fallible beliefs and without need for a warrant or court order, may choose to

arrest any person; subject him or her to brainwashing techniques; and keep him

or her in indefinite detention without charge or trial on the basis that the

person is unwilling or unable to supply a particular name or address and that

the commissioner, with no evidence either way, is uncertain whether the person

has been exposed to a serious disease -- which means anybody at all.

On the basis of its section 13 alone, it's evident that this Bill is perhaps the

most serious attack on U.S. constitutional rights and fundamental human rights

in the United States that has been mounted in modern times.

The history of the Bill appearing below (from

U.S. date format) suggests, and Natural News states, that the Bill has passed in

the Senate already (and evidently did so unanimously); and that its only

potential barrier to becoming law lies in mobilising the House to strike it

down.

One can be sure that if it passes into law, it will be used; and that it will be

treated as a paradigm for further Bills in the U.S. and in other countries.

The conspiracy theorists, it seems, were right all along.

The defence of fundamental human rights is something that cannot be left to

others. If we do not act in their defence, they will be violated by all the

largest vested interests and will come to be regarded as unnecessary,

impractical anachronisms. The time to defend those rights is not tomorrow.

I searched the MA state website and could not find this document. I'm not real

familiar with bills, etc. but shouldn't it have a number identifying it? I will

be contacting my reps as soon as I can properly identify it.

I am not questioning its validity at all. This state managed to mandate sick

insurance coverage in 2007 in the dead of night, literally. If a person didn't

have it (in 2007) they lost their personal tax exemption in 2007 approx $250.

In 2008 the fine was around $1000 and they attach it to the state income tax!!!!

If that's not paid it's considered non-payment of taxes and we all know what

they can do then!!! And each year the fine goes UP!! I don't know what it is

for 2009, top secret don't ya know, grrr.

Do you mean that they actually fined you for not having health insurance

coverage??????? Not sure I am understanding that correctly!

I searched the MA state website and could not find this document. I'm not

real familiar with bills, etc. but shouldn't it have a number identifying

it? I will be contacting my reps as soon as I can properly identify it.

I am not questioning its validity at all. This state managed to mandate sick

insurance coverage in 2007 in the dead of night, literally. If a person didn

t have it (in 2007) they lost their personal tax exemption in 2007 approx

$250. In 2008 the fine was around $1000 and they attach it to the state

income tax!!!! If that's not paid it's considered non-payment of taxes and

we all know what they can do then!!! And each year the fine goes UP!! I don

t know what it is for 2009, top secret don't ya know, grrr.

Yes, you understood correctly, Barb. A friend of mine that lives in

Massachusetts had to purchase health insurance or be fined. That's the law

there now.

YES Barb!! That's exactly what I mean. I thought it was funny at first when

they said there would be fines. How would they collect them? But like I said,

the fine is considered an unpaid income tax. So the state will attach property,

wages and bank accounts if the fine isn't paid. SHOCKING isn't it!!! I still

can't believe they did it. That they can force people to buy something they

don't want. But I guess that's what they do with car insurance, that's

mandatory too. So I've decided, I'm a Mercedes :)

It's not a hoax. I would bet all the states have (or should have) something

similar. I know my state has had it for since 2002.

Go to the very bottom of this email. I put in two links, one to the natural news

article and above it the link to the bill. Click directly onto the link after

the words " here is the link to the bill. " It will come right up.

If it still doesn't work, you can find it the way I did. Go to the MA gov site,

click on " legislature " on the left, click on " text of senate bills " at the top

left, put 2028 in the search box and it will come up.

If you go back to the main page and click on " bill histories, " then click on

" senate history " you will that it passed on 4/28/09.

did say this was going to happen. Time to wake up folks. =(

Makes you wonder where do you think those forced into quarantine are going

to be put? Not enough manpower to quarantine in their homes.. Possibly

That's what I heard the penalty will be federally if they pass this health

It's not the first state to do this. CT passed theirs in 2002. I'm sure others

have silently done the same. All states were supposed to have something done

years ago. Not sure how MA got away with waiting this long. It all started when

the Homeland Security Act came into play.

Also one June 2, 2009 they passed the " Martial Law " bill there and here are

the highlights for you:

The only way things get reported in the news is if a reporter feels it's

important enough to investigate AND if they're not shut down by their superiors.

What I've learned is it takes a noisy group of people so the reporters have no

excuse to ignore you.

I think someone in MA should write a letter to the editor and ask why the papers

missed this huge news. Give the bill number and the link, and ask people if it's

okay with them that their government has just passed a bill that hands the

governor the power to order forced vaccinations, along with fines, quarantine

and the " use of any forces " (line 26) on those who exercise their right (don't

say refuse) to decline them.

Sorry but that seems downright unAmerican! I know so many people in my area

that are barely making it from pay check to pay check. Insurance would mean

that they would not eat. I understand the car insurance de lima but not the

health insurance. Cobra here is over $800 per month for most families.

That is the insurance you can get when you are between jobs. Like anyone

could afford that between jobs. LOL
