Smallpox and herd immunity

I am in a debate right now about herd immunity (i say it doesn't

exist)....not sure how to respond to this " How do they " eradicate " a disease

like

smallpox then to the point where the govt is comfortable no longer mandating

the smallpox vax? " I admit i dont know much about small pox so i dont even

know where to begin.
