If you click on the item it says when used before shampooing it emulsifies the waxy build-up on your scalp. So it certainly sounds like it's a liquid emulsifier. Below is word for word what that person was explaining to someone else: Re: Linen spray and emulsifying You really need an emulsifier, like Polysorbate if you want them to blend. Polysorbate is a chemical that you can buy. It works to mix the water and the oils together into a stable mix. It used to be made from Ash Laurel, but it is synthetic these days. You can get either Polysorbate 20, 60 or 80. The higher numbers are for more water in your solution. For instance the 20 would be good for a lotion. Everclear is a liquid so think of it as water in this case. With your solution being mostly water, you would want the 80. You mix equal amounts of your oils and the Polysorbate, then add the water (or alcohol and then water). It may be a little cloudy at first, but it will go back to being clear after a while. If you don't mind shaking it before every use, you can try mixing the eo's with a little glycerin, then add the alcohol and finally the water. The alcohol is to help the spray evaporate in the air. You don't really need it in a linen spray. But if you want your spray to stay blended together, you have to add something to mix them together in the first place. She had a few things on her site on a good sale - polysorbate 80 being one of them. I am sitting here looking at this one pound bottle of polysorbate 80 and not knowing why I bought it. Can someone tell me why I bought this ? I'm sure I had something wonderful in mind, but I have no idea what it was! Sitting contemplating the bottle of oil hasn't helped my memory one bit, either! Too funny. At least I know I'm not alone. But the customers had full knowledge that there was no synthetics yada yada. After selling for a few years I decided that the preservative was going to be mandatory for me. My Choice.
