BL Fisher Note:

Australia has modeled its mass vaccination campaigns with multiple vaccines

after the U.S. and, now, Australia has also recorded a dramatic rise in

child learning disabilities. When will the public health authorities in the

U.S. and Australia, who have placed themselves in charge of the public

health, cough up some of the enormous sums of tax money at their disposal

and allow independent researchers to credibly investigate the link between

the growing number of vaccines given in early childrhood and the growing

number of learning disabled children?

Number of disabled students soars

By Chee Chee Leung

Education reporter

April 26, 2005

The number of state school students with disabilities and language disorders

has soared by almost 10,000 in five years.

Education Department figures show there are 23,083 n students in

school disability and language disorder programs this year, a rise of 74 per

cent compared with the 13,257 in 2000.

But a Royal Children's Hospital expert said the figures were " a significant

underestimate " , and most academics believed at least 10 per cent of school

children had extra learning needs.

" There would be many, many more than 23,000 that would benefit from some

additional help in the classroom, " said Professor Oberklaid , director

of the Centre for Community Child Health at the hospital.

The Education Department figures showed a 276 per cent jump in students with

autism spectrum disorder. Some 3.5 per cent of state school students were in

disability and language disorder programs compared with 2.5 per cent in

2000.

Education Services Minister Jacinta Allan has set up a working group to

examine the disability and language disorder programs. A spokesman said one

of its aims was to ensure government funding, up by more than $120 million

in the past four years, was going to students most in need.

AdvertisementEducators attribute the increased student numbers to

improvements in recognising disabilities.

Steele, vice-president of the Australian Education Union's primary

sector in , said the funding model could also be a factor. Schools

that apply for funding for students with disabilities may receive from $4677

to $35,000, based on the extent of a student's needs. " The tendency is for

people to paint a picture, if you like, of a child with a more severe

disability to get more funds, " Mr Steele said.

The n Primary Principals Association said there was " room for

saving " in some schools, and the Principals Association of Specialist

Schools agreed funding assessment methods should be reviewed. " They are

subjective and they are open to interpretation, " president Giddings

said.

Mr Steele, a member of the ministerial working group, said there had also

been anecdotal evidence that some parents could not get disabled children

into private schools.

The Association of Independent Schools of rejected this, saying

disabled students in the sector had risen by more than 250 per cent since

1995. Independent schools said parents sometimes chose state education

because government funding for disabilities was greater at state schools.

The Catholic Education Office of Melbourne said the numbers of disabled

students at Catholic schools had risen 58 per cent over the past five years.
