Yes, all those things should help to build your blood plasma sulfate, so long as your kidneys aren't dumping it into the urine as fast as you bring it in, such as if mercury is blocking the sulfate transporters in the kidneys so that they are not able to pull it back into the blood after it has been filtered out of the blood (I think you know how the kidneys work).
