Most districts and bus companies have a policy that they do not drop of students unless the parent or " other approved individual " are there to receive the student. In our area, they will drop off the other students and come back to the home to see if someone is there to receive the student. If not, then the student is dropped of at the local police station and the parents are called. The parents are then " in trouble " for not being there to receive the student. I am appalled at your story. This driver should be reprimanded for what he/she did. I would ask for the cost of the window. Your son is very lucky that he was not seriously harmed!
