Question on health benefits

I have a health plan at work that is costing me $600 per month just for me and . I live in NJ and tried to get NJ Family Care but they said he needs to be uninsured for 3 months before being eligible, of course this is NOT an option............does anyone know if he would be eligible for anything? Should I be applying for SSI for him even if we MIGHT be slightly over the eligibility? Any feedback would help!
