This is thought provoking...I have seen many " group homes " aka CILA's that

appear to be little more than small institutions.

If the Feds have a problem with larger, regimented group homes, (and I agree

that this is a problem) let them consider funding living arrangements that

provide individualized choice and more community inclusion, including

competitive employment...and they had better include adequate compensation for

direct support professionals.
