There are two reports, the State of the States on Developmental Disabilities

comes out usually every four years (on two year old information), but the last

one came out earlier this year in 2011. I have a copy in my office and a link on

my web site. They " sell " that report. The other report comes out from UCP,

www.UCP.org<http://www.UCP.org>, every summer, and the 2011 one is free on their

web site. The State of the States is the report that most people reference.

The State of the States in Developmental Disabilities 2011

A report, in part, funded by the Federal Government...

Prepared by Rubin from a review of the report that was released on

4/25/11.

1. Persons with I/DD, in out-of-home residential settings of 6 or fewer

persons... Illinois ranks next to last, next to worst, with only Mississippi

ranked worse! (Table 5, Page 16). National average is less than 4!

2. Persons with I/DD, in out-of-home, even LARGER residential settings of

7 to 15 persons... Illinois ranks 1st, the MOST of any state, the WORST of any

state! (Table 5, Page 16). Again, the national average is less than 4!

3. Persons with I/DD, in out-of-home residential settings of even LARGER,

16 or more persons... Illinois ranks 6th! (Table 5, Page 16). Illinois has the

most individuals with I/DD in state run institutions after only Texas and New

Jersey (Table 15, Page 51). Again, the national average is less than 4!

4. Annual average cost of care in Illinois for person in a State

Institution was reported as $181,717; in an ICFDD $57,065; and in a smaller

community CILA, only $37,041 (Table 7, Page 19). YOU DO THE MATH!

5. Illinois ranked 47th of the 50 states in using Waiver Dollars (Table 8,

Page 25). Only 3 states worse!

6. Illinois dropped from 43rd in the 2008 report, to 45th in this, the

2011 report, in its fiscal spending effort for community in difference to

institutional (Table 20, Page 60). Only 5 states worse!

7. Illinois now ranks 5th with the most parent care providers over 60 with

loved ones still at home (Table 21, Page 63). Only 4 states with more.

The 2011 UCP Report

Summary prepared by Rubin from a review of the report.

1. Persons with I/DD, in out-of-home residential settings of 3 or fewer

persons... Illinois ranks last, the worst!

2. Persons with I/DD, in out-of-home residential settings of 6 or fewer

persons... Illinois ranks 49th of the 50 states!

3. Illinois ranks 4th highest in the number of large State Institutions in

operation, AND 4th highest in the number of individuals with I/DD in State

Institutions!

comes out usually every four years (on two year old information), but the last

That is the exact reason I am moving to AZ next week!  The last list I was

aware of AZ was #3.  Can you provide any info on services in Arizona?  Moving

to Surprise, which is near Sun City, and between Phoenix and Mesa.

The State of the States in Developmental Disabilities 2011

A report, in part, funded by the Federal Government...

Prepared by Rubin from a review of the report that was released on

4/25/11.

1. Persons with I/DD, in out-of-home residential settings of 6 or fewer

persons... Illinois ranks next to last, next to worst, with only Mississippi

ranked worse! (Table 5, Page 16). National average is less than 4!

2. Persons with I/DD, in out-of-home, even LARGER residential settings of

7 to 15 persons... Illinois ranks 1st, the MOST of any state, the WORST of any

state! (Table 5, Page 16). Again, the national average is less than 4!

3. Persons with I/DD, in out-of-home residential settings of even LARGER,

16 or more persons... Illinois ranks 6th! (Table 5, Page 16). Illinois has the

most individuals with I/DD in state run institutions after only Texas and New

Jersey (Table 15, Page 51). Again, the national average is less than 4!

4. Annual average cost of care in Illinois for person in a State

Institution was reported as $181,717; in an ICFDD $57,065; and in a smaller

community CILA, only $37,041 (Table 7, Page 19). YOU DO THE MATH!

5. Illinois ranked 47th of the 50 states in using Waiver Dollars (Table 8,

Page 25). Only 3 states worse!

6. Illinois dropped from 43rd in the 2008 report, to 45th in this, the

2011 report, in its fiscal spending effort for community in difference to

institutional (Table 20, Page 60). Only 5 states worse!

7. Illinois now ranks 5th with the most parent care providers over 60 with

loved ones still at home (Table 21, Page 63). Only 4 states with more.

The 2011 UCP Report

Summary prepared by Rubin from a review of the report.
