Family Support – Lifespan Respite Reauthorization bill introduced in House

Rep. Mc Rodgers (R-WA) and Rep. Jim Langevin (D-RI) introduced the

Lifespan Respite Reauthorization Act (HR 3266).

What is this bill and why does it matter to you?

This bill reauthorizes the Lifespan Respite Care Act of 2006, which aims to

improve the delivery and quality of respite care services available to families

across all age and disability groups by establishing coordinated lifespan

respite systems. H.R. 3266 would continue these efforts and provide for

increased funding authorization levels. To date, the Lifespan Respite Act of

2006 has funded thirty state grants to identify and coordinate respite services

available through various state agencies, build respite capacity by recruiting

and training respite workers, and raise awareness about respite through public

education campaigns.

What is the purpose of the Program and how does it works?

The Lifespan Respite Care Program was authorized by Congress in 2006. Lifespan

Respite Care programs bring together Federal, state and local resources and

funding streams to help support, expand and streamline the delivery of planned

and emergency respite services while also providing for the recruitment and

training of respite workers and caregiver training and empowerment.

The Lifespan Respite Care Act is intended to accomplish multiple objectives,

including:

* Expanding and enhancing respite services in the states;

* Improving coordination and dissemination of service delivery between the

various programs available;

* Improving access to programs by streamlining the means by which consumers

access programs and by filling gaps in service where necessary; and

* Improving the overall quality of the respite services currently available.

Since FY 2009, Congress has appropriated approximately $2.5 million per year for

grants to eligible State agencies to implement the program. Lifespan Respite

Care programs are coordinated systems of accessible, community-based respite

care services for family caregivers of children or adults of all ages with

special needs.

November 15, 2011, Care Coordination Subcommittee Meeting

" As we stated at the Webinar and public meeting on the Innovations Project on

October 13, all care coordination programs will be expected to meet certain

quality and other performance measures.

At the next meeting of the Medicaid Advisory Committee (MAC)’s Care

Coordination

Subcommittee, we will consider the HEDIS and HEDIS-like performance measures

that will be included in the Innovations Project solicitation. To the extent

similar populations are being covered, the State will utilize uniform measures

to compare the differing care coordination models.

The Subcommittee meeting will be a video conference on Tuesday, November 15,

from 10 a.m.-Noon at two locations: 401 S. Clinton, 1st Floor Training Room,

Chicago and 201 S. Grand Avenue East, 1st Floor Large Conference Room,

Springfield. This will not be a Webinar, as this issue requires in-person

discussion. Space is limited, so if you are interested in attending, you must

e-mail us at HFS.CareCoord@... the location you would like to

attend. We may not be able to accommodate everyone. If our room capacity is

reached, you will receive an e-mail advising that we cannot confirm your

attendance.For those of you unable to attend, we will post notes from the

meeting on the Care Coordination Web page at:

The agenda and meeting material will be sent to the Care Coordination
