There is a full calendar of votes today in Springfield, with both houses of the

General Assembly in session today and tomorrow to finalize the budget and bills.

Appropriations Bill SB2450 is listed on the schedule for today, came out of

House Committee yesterday and has an amendment attached to it now that has me

totally flumoxed!! Anyone know what this means?

AMENDMENT TO SENATE BILL 2450

Amend Senate Bill 2450 by replacing everything after the enacting clause with

the following: " Section 5. The amount of $2, or so much of that amount as may be

necessary, is appropriated from the General Revenue Fund to the Department of

Human Services for its ordinary and contingent expenses. Section 99. Effective

date. This Act takes effect July 1, 2011. " .

Here's what's confusing me: This is the Dept of Human Services Appropriations

Bill!! The amount of TWO DOLLARS?

What am I missing here? The original bill, as amended in the Senate by Senator

Steans, appropriated less money to the state-run ops and more to

community services!!

HUH? I've heard of last-minute changes, but this I truly don't understand.

Anyone who can shed some light on the matter?

I've already called my rep's office this morning, Tom Cross, his phone lines

were crazy busy ringing as of 10 minutes ago, so I doubt my concern will be

answered there. :(
