Arc Update and DD Rates

The Arc of Illinois

May 30, 2011

Leaders in The Arc:

Saturday, the first Budget Implementation Bill, or BIMP, moved out of the House.

It had a provision to prevent Medicaid rate cuts to DHS-funded service providers

without JCAR approval. House members have concerns that the Administration

would unilaterally cut rates without statutory limits on their authority.

Because of these concerns, we prefer this provision.

Here is a video from House Appropriations Human Services Chairperson Sara

enholtz on delaying payment to Medicaid providers rather than cutting

Medicaid rates such as group homes, home-based services, day services, etc

Tonight, Monday, the Senate passed House Bill 3717 (Human Services

appropriations bill) without any amendments, so it is going to the Governor.

This bill added $400 million in budget restoration to the Capitol Bill, HB 2189.

More to come tomorrow.

I am very pleased to report to you that Grace Hou, Assistant Secretary of the

Dept. of Human Services, reappointment was confirmed today in committee!
