Illinois races to the bottom.

#1-Vermont, a small state

#2-Arizona, lots of retirees to push for their kids

#3-Michigan. Wouldn't recommend moving there!

#4-New Hampshire, another small state

#5-California

#47-D.C.

#48-Illinois

#49-Texas

#50-Arkansas

#51-Mississippi
