Anne, I think you are blending a two or three job roles in your question and I think it will be helpful to the greater audience if I can clarify. If I'm reading this right, I see three distinct roles referred to below; service facilitators, personal support workers (employed by an agency or hired directly), and fiscal intermediaries. I suspect that your service facilitator was employed by the same organization that was providing your daughters' personal support workers. So Easter Seals employed your Service Facilitator and Easter Seals was also responsible for hiring, training, supervising, insuring, and paying their Personal Support Workers. So you didn't need to use a fiscal intermediary to pay them. Those two things don't have to happen within the same organization though sometimes they do. Now it sounds like you are using someone employed by UCP as your Service Facilitator and you will be hiring your daughter's personal support workers " directly " . Personal support workers hired, trained, and supervised by the individual or their family are paid through one of two fiscal intermediaries; either ACES$ or PPL. You get to choose. The impression I have is that this is something that you should be concerned about. But, I have never heard how others have resolved this. This is a great subject for this list serve to chat about. My question follows: If anyone uses ACCES$, have you ever looked into having liablity insurance for your P.S.W's? If so, would you like to share your opinion or insight on it? Easter Seals took out for Workmans Comp and ACCES$ only takes it out for Pennsylvania P.S.W.'s not for Illinois(verified by Quintin at ACCES$). ( Thank God in the 3 years my daughters have had the waivers, we have never had a problem but if a PSW were to be injured on the job (none of mine have medical insurance) we could be in a world of hurt, even with our umbrella policy) Any information is truly appreciated.
