The 4th of July is about freedom...this report is about the loss of freedom for

thousands of citizens in Illinois.

The State of the States in Developmental Disabilities 2011

A report, in part, Federally Funded.

{From my review of the new report released April 25, 2011}

Prepared by Rubin

1. Persons with I/DD, in out-of-home residential settings of 6 or fewer

persons. Illinois ranks next to last, with only Mississippi ranked lower! (Table

5, Page 16). National average is less than 3!

2. Persons with I/DD, in out-of-home residential settings of 7 to 15 persons.

Illinois ranks 1st, the MOST! (Table 5, Page 16).

3. Persons with I/DD, in out-of-home residential settings of 16 or more

persons. Illinois ranks 6th! (Table 5, Page 16). Illinois has the most

individuals with I/DD in state run institutions after only Texas and New Jersey

(Table 15, Page 51).

4. Annual average cost of care in Illinois for person in a State Institution

was reported as $181,717; in an ICFDD $57,065; and in a CILA $37,041 (Table 7,

Page 19).

5. Illinois ranked 47th in using Waiver Dollars (Table 8, Page 25).

6. Illinois dropped from 43rd in the 2008 report, to 45th in this, the 2011

report, in its fiscal spending effort for community in difference to

institutional (Table 20, Page 60).

7. Illinois now ranks 5th with the most parent care providers over 60 with

loved ones still at home (Table21, Page 63).

Share with the Governor, and with your State Representative and State Senator.
